青年礼貌号建立方案（一）：
一、建立群众
XX市地方税务局信息管理科负责全市地税系统的信息化建设工作，是一支知识型、潜力型、活力型的年轻队伍，是一支默默奉献、团结进取、开拓创新的青年群众。现有人员5人，平均年龄35岁，在读研究生1人，本科学历3人，大专学历1人，中级职称3人，党员3人。科室自20**年成立以来，始终把建立“青年礼貌号”活动作为凝聚青年、团结青年、带领青年建功立业的有效形式，确立了“创新型”、“学习型”、“服务型”的建立思路，以青春和智慧让“青年礼貌号”在税收工作中大放异彩，提高了税收征管质量，提升了青年税干的礼貌水平，弘扬了地税行业的礼貌新风尚，信息化工作始终处在全市前列。20**年被**地税评为“全市地税系统青年礼貌号”，先后三次被授予“XX市地税局先进群众”等荣誉。
二、活动宗旨
透过培育先进青年群众和青年岗位能手，组织、引导青年税干爱岗敬业、诚实守信、服务群众、奉献社会的精神，树立公正、廉洁、礼貌、高效等观念，用优质高效服务展现地税两个礼貌的协调发展贡献力量。
我们建立活动的口号是：“青春献地税、礼貌建功业”。
三、建立目标
建立XX省地税系统省级青年礼貌号，争当诚信标兵。
严格遵循各项规章制度，在继承中求发展，在发展中寻创新。加大业务培训及考核力度，戒骄戒躁，不断提高业务水平。高举“青年礼貌号”的旗帜，温暖社会、传播礼貌，将地税事业推向更高一层，进而弘扬整个社会的新风气，推动整个社会礼貌的发展。

经建立工作领导小组讨论决定按以下步骤实施，建立工作实施分为三个阶段：
第一阶段：部署启动(20**年1月)
根据《XX省地税系统省级礼貌单位、青年礼貌号评选办法》，结合科室的实际状况，进行统一部署拉开“青年礼貌号”建立活动的序幕。
开展“青年礼貌号”建立工作动员会
对照XX省地税系统省级礼貌单位、青年礼貌号考核标准，结合科室工作实际状况，开展优质服务的活动。
第二阶段：全面实施(20**年2月一20**年12月)
根据活动宗旨和建立标准，从实际出发，广泛深入地开展丰富多彩的建立活动，透过丰富多彩的教育活动，提高青年的职业理想、职业道德、职业技能和职业纪律。
第三阶段：理解考核(20**年9月)
做好准备，迎接考核。
第四阶段：总结提高(20**年10月)
根据建立工作实际工作与目标有机结合起来，进行总结提高，找出差距和存在问题．对好的方面进行发扬，不足的方面限期改正．到达总结提高的目的。
青年礼貌号建立方案（二）：
xx所现有员工53人，其中团员15人，35岁以下的青年员工占80%以上，具有大专及大专以上学历的人员超过80%，是一支年轻有战斗力的青年群众。
我所紧紧围绕争创省级“青年礼貌号”的工作目标，以“预防为主、服务协调、安全畅通”为宗旨，以倡导职业礼貌为核心，以团支部建设为基地，大力开展各项礼貌建立活动，使我们这支年轻的队伍不断发展壮大，同时也正在为争创“青年礼貌号”而努力。
一、建立建立领导小组，提高员工思想教育
为便于对建立活动进行有计划的指导、组织、监督和实施，我所成立了“争创‘青年礼貌号’活动领导小组”，领导小组定期对广大团员进行思想教育，引导广大团员青年立足本职、爱岗敬业、锐意创新、无私奉献，全面提高团员青年的政治思想素质，在立足本职、放眼未来的礼貌建立活动中取得了很大收获。
二、制定工作计划和方案，全面启动队伍建设
俗话说“凡事预则立，不预则废”，一份切实可行的计划能起到事半功倍的效果。领导小组组织团员青年认真学习省委关于建立“青年礼貌号”活动的主要文件精神，明确建立活动的目的及好处、基本要求等；结合我所实际制定建立规划和工作安排，召开动员会，具体进行部署和动员，在我所构成人人关心支持、用心参与建立市级“青年礼貌号”活动的良好氛围。
三、强化管理、提高管理水平，增强建立活动力度
争创“青年礼貌号”活动是一项科学系统的工程，就应从立足本职工作的角度落实各项活动。我所以“一流队伍、一流服务、一流管理、一流业绩”的工作思路，进一步细化了活动措施，强化保障机制，保证建立活动正常人力、物力、财力投入，构成全方位、齐抓共管的建立格局。
为更好地规范管理、有效广泛地开展“青年礼貌号”的建立工作，我所开展有关“青年礼貌号”建立工作的重要批示和文件精神的学习力度，建立健全管理体制和管理模式的各项规章制度，提高全体员工的建立意识和礼貌意识，有效地激发了员工的用心性和主动性，发挥了主人翁精神，做到工作有标准、操作有规范、考核有依据，“爱岗尽心，技术专心，服务热心，团结一心，共建我所”，不断提高服务质量和管理水平，实现了系统运转无故障，人员无违纪，服务无投诉，保证了争创礼貌号活动的顺利进行。
我所坚持“以人为本”的管理理念，按“四个一流”的工作要求，充分发挥团员青年的工作用心性和技术潜力，加强岗位技能培训，用心参加我所组织的机电系统维护培训和计算机组装和维修培训，改善员工队伍的知识结构，提高员工队伍的技术水平，做到有报必回，有事必到，服务热心，以规范的行为、优质的服务充分展示了“青年礼貌号”的风采，实现“创号”规范化，塑造了“窗口单位”良好的形象，
四、选好建立载体、提升服务质量，实现建立工作的晋档升级
围绕我所工作，提高服务水平，开展了具有自身特点的建立活动，为进一步深入开展建立工作奠定了基础。
加强团支部建设，用心开展礼貌建立。团支部班子成员团结互助，携手作战，全面提高团员青年的政治思想素质；带领团员青年认真学习“三个代表”重要思想不断提高职工的文化素质和业务水平；组建了篮球队、通讯报道组，丰富员工业余文化生活，培养团队意识，增强凝聚力，让全体员工感到我所既是我们工作的场所，又是我们成长、成才的学校。
透过争创活动，我所管理体制日益科学化和规范化，员工的素质有了很大提高，创业精神、敬业意识逐步加强，但建立无止境，我们将以创青为动力，把参加这次省级“青年礼貌号”申报为新起点，努力拼搏、团结奋进、争取最大的成绩。
青年礼貌号建立方案（三）：
“青年礼貌号”建立方案
为了继续深入持久地开展“跨世纪青年礼貌工程”活动。引导广大青年职工弘扬良好的电力职业道德并熟练掌握业务操作技能，为创造一流的服务、一流的业绩、一流的队伍和一流的人才，展现我所青年职工的精神面貌，为我公司两个礼貌建设做出更大的贡献，决定在本所开展建立“青年礼貌号”活动，特制定本建立方案如下：
一、成立“青年礼貌号”活动领导小组，负责制定建立方案、活动计划，并拟定各活动主题，并负责对活动进行指导、分工、检查、评比、考核、总结等统筹事宜。
二、坚持思想政治学习制度，组织职工学习十六大精神及“三个代表”的重要精神。深刻体会“青年礼貌号”的建立好处。同时借鉴兄弟单位先进的建立经验及成果，并组织员工们撰写心得体会，营造浓厚的建立、学习活动氛围。
三、结合行风评议工作，开展自查自纠活动，勇于自我批评，并及时改正不足，促进服务工作上一个新台阶。
四、加强职工新业务、新技术的学习和岗位技术技能练功，并与奖金挂钩，激发广大职工学习新业务，提高业务技能的用心性。增强为人民服务的本领。
五、开展“青年礼貌号”便民活动。
1、推广使用“青年礼貌号服务卡”，公开向社会公布承诺服务。并将日常用电的小常识印制成小册子等各种形式的宣传品分发给用户。方便用户了解用电服务、电力法规、业务流程等资料，也便于我们更好地理解社会监督。
2、推出三心、四一、五延伸服务。三心是指服务用心，待客热心，解答耐心；四个一是指一张笑脸相迎，一把椅子让座，一杯茶水暖心，一颗诚心办事；五延伸是指承诺服务由窗口单位向企业内部延伸；服务时间由过去的8小时向24小时全天候延伸；服务场所由坐店经营向上门服务延伸；用电服务由用户上门申请向为客户促销服务延伸；服务质量由软要求向硬约束延伸。
3、实行“首问负责制”真正实现进一个门，找一个人，就能办完您想办的事，为客户带给方便。要正确处理服务与发展关系。
4、及时了解、处理、解决用户的来电、来函、来人反映服务中存在的问题或不足，做到有登记、有处理、有结果、有答复，努力提高电力营业窗口服务的整体水平，不断完善经营、管理、服务。
5、开展“优质服务示范月”及“送温暖，献爱心”活动，使“青年礼貌号活动”从岗位走向社会。
六、用心参与工会、团支部开展的各项文体活动。丰富职工业余文化生活。
七、为加强社会监督力度，聘请社会监督员对发现的问题及时整改，不断提高完善服务工作。
青年礼貌号建立活动适应了社会主义市场经济的发展规律和必然要求，为企业生存和发展注入了新的活力。我们决心，在今后的工作中用心探索和深化各种服务职能，以扎实的服务工作和一流的成绩向国家级级“青年礼貌号”迈进。
青年礼貌号建立方案（四）：
一、活动宗旨
透过开展争创“青年礼貌号”活动，激发和引导全体人员立足本职岗位，勤恳工作，相互协作，培养全体职工忠于职业道德、爱岗敬业的精神。
二、基本资料
建立“青年礼貌号”活动，要以团员青年为主体，以政务服务中心的具体工作任务为目标，结合团员、青年工作特点，开展建立活动。“青年礼貌号”就应具备的基本条件：
1、35岁以下青年占到50%以上，负责人中至少有一人年龄不超过35岁周岁，3人或3人以上的青年团体。
2、“青年礼貌号”的评选群众以中心窗口为主，体现青年活力。
3、具有较高的职业道德，有朝气蓬勃，团结向上的精神面貌。
4、遵守国家法律和劳动纪律，无违法乱纪现象。
5、共青团组织健全，能用心开展建立活动，工作活跃。
6、全体青年职工用心向上，工作努力，吃苦耐劳，勇于奉献。
三、实施步骤
第一步动员宣传（2009年3月至5月）启动准备，动员宣传阶段，采用各种形式，利用各种机会进行广泛宣传和动员，使中心工作人员了解争创这一活动的好处，并大力支持和参与此项活动，悬挂争创标志，拟定建立“青年礼貌号”的建立计划、目标和措施。
第二步全面建立（2009年6月至7月）与中心工作性质紧密结合，从工作作风、工作质量、工作态度上重点抓好“青年礼貌号”的建立工作，对照建立考核标准进行全面落实，检查改正，实现达标。
第三步自查考核（2009年8月、9月）中心党总支成员组成自查小组对团总支建立活动进行自查，透过自查找出不足，并进行整改。
第四步总结“青年礼貌号”负责人政治素质过硬、业务技能精湛，熟悉有关“青年礼貌号”管理办法及考核细则的资料及团支部的建立目标和措施，能够自觉带领青年争先创优。推动“青年礼貌号”进一步向规范化、制度化、科学化方向发展。
四、参与要求
1、团支部组织动员，广泛宣传，使全体青年职工用心投入到建立“青年礼貌号”活动中来。
2、各种建立活动务实求效突出重点，结合中心工作实际，建章立制，付诸实施。
3、团员青年用心参与建立活动竞赛，争当“优秀共青团员”和“青年岗位能手”等，在中心内部用心营造“讲学习、讲素质”氛围。
4、在活动中不断总结经验，探索新形式，赋予新资料。建立监督检查制度和奖惩制度，努力使争创“青年礼貌号”活动深入持久地开展下去。
五、中情绪况
现有职工320人，其中团员43人，35岁以下的青年员工占53%以上，是一支年轻有战斗力的青年群众。
中心紧紧围绕争创省级“青年礼貌号”的工作目标，以“方便快捷、服务群企”为宗旨，以倡导工作优质为核心，以团总支建设为基地，大力开展各项礼貌建立活动，使我们这支年轻的队伍不断发展壮大，同时也正在为争创“青年礼貌号”而努力。
六、现阶段具体工作
建立前期准备：1、成立由党委领导、建立单位处室的领导及团组织领导组成的建立“青年礼貌号”领导小组，统一部署“青年礼貌号”的建立工作。
2、收集相关资料、各项工作备案。
现阶段活动具体措施
（一）营造建立气氛：
“青年礼貌号”在“建立”过程中要争取先进，持续优秀，力创一流，为此须要营造“建立”的气氛。
1、宣传发动：发布中心建立青年礼貌号活动的号召、通知、方案，召开动员大会。大力宣传“青年礼貌号”，树立“青年礼貌号”良好形象，使“青年礼貌号”工作深入人心，让每个人都了解建立“青年礼貌号”的重大好处及作用，并用心参与到“青年礼貌号”的活动中来。
2、形象设计：在中心大厅设立活动宣传展板，在政务网、LED显示屏上公示，营造良好争创氛围；同时在大楼内、外的适当位置张贴“争创青年礼貌号”等宣传标语，横幅或标牌；在主要活动场所公布建立目标，服务承诺，参与建立活动成员的照片、名单等，树立建立形象，不仅仅有助于时刻提醒团员、青年努力参与建立活动，而且能主动理解社会的广泛监督。将中心德阳市级“青年礼貌号”称号突出，窗口青年统一胸牌上岗。
3、规范服务行为，推行礼貌用语，讲普通话，微笑服务，持续中心各个大厅的秩序和安全，为群众带给清洁、舒适的工作环境。
（二）加强制度建设，制定量化考核目标，增强建立活动力度。使“青年礼貌号”活动更加规范化、制度化、科学化。（统计：岗位礼貌服务承诺便民措施）
中心将争创“青年礼貌号”活动作为一项科学系统的工程，从立足本职工作的角度、以“一流队伍、一流服务、一流治理、一流业绩”的工作思路，细化活动措施，强化保障机制，保证活动呈现全方位、齐抓共管的建立格局。
1、加强团支部建设，用心开展礼貌建立
团总支在本年内完善组织构建，班子成员团结互助，携手作战，全面提高团员青年的政治思想素质；带领团员青年认真学习“三个代表”重要思想不断提高职工的文化素质和业务水平；组织活动，丰富员工业余文化生活，培养团队意识，增强凝聚力，让全体员工感到中心既是我们工作的场所，又是我们成长、成才的学校。
2、完善建立机制，增强组织保障
为更好地规范治理、有效广泛地开展“青年礼貌号”的建立工作，开展有关“青年礼貌号”建立工作的重要批示和文件精神的学习力度，建立健全治理体制和治理模式的各项规章制度，提高全体员工的建立意识和礼貌意识，有效地激发员工的用心性和主动性，发挥主人翁精神，不断提高服务质量和治理水平，保证争创礼貌号活动的顺利进行。
3、加强系统治理，提高建立水平
中心坚持“以人为本”的治理理念，按中心各种现行的规章制度以及即将推广的礼貌用语，充分发挥团员青年的工作用心性，努力提高工作效率和质量；加强中心督查工作；加强岗位技能培训，改善员工队伍的知识结构，提高员工队伍的技术水平。以规范的行为、优质的服务充分展示争创省级“青年礼貌号”的中心风采，实现“创号”规范化，塑造“窗口单位”良好的形象，
（三）树立典型：
1、开展岗位竞赛：共青团德阳市政务服务中心总支部立足本职工作，在窗口团员青年中开展“青年岗位能手”、“青年岗位标兵”、“服务明星”等岗位竞赛，
2、宣传好建立过程中涌现出来的好人好事，以及中心的各种社会效益、人才效益、经济效益。收集各种媒体对中心的报道，
（四）开展多种形式的学习，提高政治思想素质和专业技能水平，并透过有益于身心健康的活动，增加凝聚力和荣誉感，充分调动大家的用心性，以高度职责心和工作热情，分工协作，共同完成“青年礼貌号”的建立工作，争创省级但不局限于省级，争创同时为争创更高级别“青年礼貌号”奠定基础。
1、团总支用心组织开展中心文体活动。利用五四青年节、“12.5”国际志愿者日等青年重要节日组织各种形式多样、寓教于乐的活动，调动中心团员青年的用心性，进一步增强中心团组织的凝聚力。
2、拓展服务项目，成立中心青年志愿者工作站。09年在市政务服务中心设立青年志愿者工作站，组织中心志愿者将窗口服务延伸到社区，到基层。将政务服务中心社会影响力扩大。
（五）学习“青年礼貌号”先进群众的建立经验，结合本单位的实际状况及行业特点，开拓创新，努力奋斗，把“青年礼貌号”的建立工作推向一个新的高度。

学校青年礼貌号建立方案
为响应团市委开展建立“青年礼貌号”活动的号召，推动我校建立礼貌单位活动的开展，学校教工团支部在全体青年教师中大力推进建立“青年礼貌号”活动。为了有效地指导建立工作，结合我校实际状况，特制定本方案。
一、指导思想
以提高青年教师的职业道德、教学技能和服务质量为目的，组织和引导全校青年教师进一步弘扬艰苦奋斗和敬业爱业精神，立足本职岗位，勤奋工作、礼貌从业、刻苦钻研业务，透过这一主题活动的持久、深入地开展，充分调动和发挥青年教师的用心作用，促进青年团员在开拓进取中快速成长，在教育教学活动中发挥生力军的作用。

第一步动员宣传（XX年11月至XX年12月）
透过座谈、组织学习等方式，让青年教师了解“青年礼貌号”的有关知识，透过召开会议，发布“倡议书”等，动员大家提高认识，用心行动，怀着满腔热情投入到建立活动中去。
第二步全面建立（XX年1月至11月）
将分为三个方面落实：
2抓好基础管理
制定《建立青年礼貌号管理办法》，加强对建立活动更加全面、广泛、持久、规范地开展下去，成立建立领导班子；收集、整理并分类保存号建立活动中构成的文件、资料，建立建立档案；提出建立口号，制定建立计划及有关规章制度，并张贴在醒目位置。并设立意见箱，公布投诉电话。拟办一个建立市级“青年礼貌号”宣传橱窗。
2内强素质
抓好青年教师的思想教育、业务培训，强化服务意识。每周要安排必须的时间，学习相关政策、法规和教学理念和方法，并经常开展教学基本功竞赛等评比活动，促进大家的业务水平，力促建立活动紧紧围绕“全心全意为学生服务”的宗旨深入持久地开展。
2外树形象
严格遵守“教师职业道德规范”，围绕“全心全意为学生服务”的宗旨，关爱每一位学生，尊重每一位家长；成立义工组织，向社会奉献爱心。
第三步考核验收（XX年11月）
参考建立“青年礼貌号”评分标准，逐一对照落实，透过自查找出不足，并进行整改，进一步完善各项建立工作，理解团市委考核验收小组的考核验收。
青年礼貌号建立方案（六）：
“青年礼貌号”建立方案
根据共青团福建省委《关于做好第十届福建省十佳青年礼貌号和2006年度省级青年礼貌号评选活动的通知》、泉州市财政局《关于申报建立省级“青年礼貌号”的报告》精神，泉州市契税征收中心开展以建立青年礼貌号为载体的优质服务活动，取得显著成效，2006年12月被共青团泉州市委评为2005年度“泉州市级青年礼貌号”称号。为进一步巩固、深化、创新建立成果，加强契税征收中心队伍建设，增强窗口单位礼貌办税潜力，提高纳税服务水平，经局党组研究决定，由契税征收中心在2007年开展建立省级青年礼貌号活动，成立建立领导小组并出台建立方案。
一、建立指导思想
以邓小平理论、“三个代表”重要思想为指导纲领，牢固树立，深刻实践科学发展观，以“服务一流、管理一流、人才一流、业绩一流”为目标；以开展建立省级青年礼貌号活动为载体；实践“青春展风采，服务创最佳”建立口号，组织和引导契税征收中心广大青年立足本职、敬业爱岗、用心创业、礼貌服务。

争创目标：省级“青年礼貌号”。
争创口号：“青春展风采，服务创最佳”。
三、建立时间
自2007年4月起。
四、组织领导
局领导十分重视青年工作，将建立“青年礼貌号”工作，作为全面加强财政系统作风建设、队伍建设和精神礼貌建设的一项重要资料来抓，周密部署，突出重点，切实从思想上、组织上、措施上进行全面落实。局党组就开展建立青年礼貌号工作进行了专题研究，并成立了由财政jú长詹汉民任组长的“泉州市财政局建立青年礼貌号活动领导小组”。
五、建立规划
建立活动以契税征收中心青年为主体，以“四个一流”为目标，以礼貌办税、优质服务为核心，严格按照“管理一流、服务一流、业绩一流、人才一流”的要求，到达省级青年礼貌号的考核标准，取得良好经济效益、社会效益、人才效益。
（一）规范制度，管理一流
1、制定和完善工作制度。制定工作人员守则，从树立全局观念、树立荣辱观、掌握相关政策法规、礼貌服务、规范服务等方面做出要求；按照工作的实际需要，设置工作岗位，并完善相应岗位职责，做到分工明确，职责清楚，各司其职，各负其责。
2、加强效能制度建设。征收中心制定并实行出勤考勤制、首问职责制、一次性告知制、服务承诺制、效能追究制，并聘请效能建设监督员5名，设立服务意见簿，公开理解监督，做到权责明确、奖惩分明。
3、建立内部事务管理制度。从财务管理、学习会议、计算机和数据库管理、安全保密、档案管理、印章管理共6方面制定了贴合实际工作要求的制度，确保了契税征收管理的规范运作。
4、建立活动做到年有方案，月有推进计划，年终有总结，每项建立项目做到时间、人员、经费三保证。
5、营造浓厚的建立氛围，在“泉州市财政会计信息网”上设立“青年礼貌号”专页，丰富网页资料，及时刊登、更新建立活动材料；在局信息简报上发布建立动态，宣传建立事迹；订阅《中国青年报》等青年报刊，指导、推进“青年礼貌号”的文化建设。
（二）队伍建设，人才一流
1、加强政治思想建设。组织团员青年学习邓小平理论和“三个代表”重要思想，深入开展社会主义荣辱观和礼貌礼仪教育，用心参加共产党员先进性教育、“持续共青团先进性—泉州青年先锋行动”等活动，以党建带团建，促进团建工作取得成效。
2、用心开展岗位练兵。一是开展业务培训；二是评选契税征收岗位能手，开展契税征收岗位技能考试、评选岗位能手等活动，进一步全体提升工作人员的整体业务素质，构成相互学习、你追我赶的良好局面，推动中心各项工作顺利开展；三是用心参与岗位练兵竞赛活动。
3、建立绩效考评机制。根据《泉州市财政局绩效考评暂行办法》的有关规定，结合中心的工作实际状况，围绕“八好”按岗位细化、量化考评指标，用心开展“日考勤、月考评、季评议”活动，并把绩效考评与事业单位绩效工资分配制度相结合起来，构成“比有标杆、学有先进、赶有榜样”的良好氛围，全面提高工作效率。
4、开展有形建立活动。用心配合机关党总支、局工会、团支部完成相应的工作任务；开展契税宣传咨询活动和“走进社区”和便民服务活动；参加泉州市注册志愿者协会举行的各种公益活动，提高团员青年的社会职责心；开展“青年礼貌号”知识专题培训和考试等。
（三）以人为本，服务一流
1、抓好窗口建设。严格履行“首问负责制”和“一次性告知”承诺制度，在大厅醒目位置公布工作人员一览表、业务流程图、业务岗位职责、服务承诺资料，悬挂“青年礼貌号信用公约”标牌、青年礼貌号意见箱、青年礼貌号失物招领箱，设置触摸式查询电脑、开通契税征收服务网页、服务咨询热线及投诉电话，方便纳税人透过多种渠道咨询有关纳税信息。
2、“微笑服务”。主动微笑打招呼、主动询问释疑、主动打电话通知纳税人办理结果，注意每一个细节、办好每一件事情、接待好每一位纳税人；

六、建立要求
1、高度重视，加强配合。契税征收中心开展建立省级青年礼貌号活动是我局今年开展的一系列争先创优活动的重要组成部分，关系我局的整体形象和荣誉，契税征收中心要按建立方案按质按量完成建立任务，多和局团支部要做好沟通协调。主动与团省委、团市委汇报联系，主动虚心理解指导、监督。
2、精心组织，统筹安排。契税征收中心要把开展建立省级青年礼貌号活动与我局当前开展的民主评议政风行风工作结合起来，做到“保先”、“建立”、“评议”三促进，三不误。契税征收中心要开门搞建立，用心借鉴学习其他部门个性是财政系统已获得省级青年礼貌号单位的好做法和好经验，不断抓巩固、求深化、抓创新、取实效。

“青年礼貌号”建立方案
为进一步加强和提高人民检察院的执纪执法水平，展现新时代新青年为建设社会主义新农村和落实社会主义荣辱观的精神风貌，结合我科的实际特申请省级“青年礼貌号”。我科现有干部职工5人，平均年龄为32岁，公诉科担负着本院管辖的刑事犯罪案件的审查起诉、出庭公诉、抗诉工作和社会治安综合治理工作；负责刑事案件侦查工作的监督；掌握分析社会治安动态状况；对法院刑事审判活动进行法律监督；研究提出本院审查起诉检察业务工作计划、规定和办法。近年来在各级部门正确领导下，我科曾多次荣获市检察院先进单位，应城市政法委授予“十佳单位”，被孝感市人民检察院授予“先进单位”等。为更好实现本单位的物质礼貌、精神礼貌和政治礼貌的共同发展，特制定此方案。
一、指导思想
明确“紧密联系工作实际，把检察工作与为民服务有机的结合起来”的建立原则，提出“建立青年礼貌号，公正执法为人民”、“弘扬时代精神、争当青年先锋”等建立口号，树立争创“四个一流”，争当青年礼貌的建立目标，制定了“立检为公，执法为民，全心全意为人民服务”等多项服务承诺资料，提出并实施一系列的建立具体措施。透过把平常工作和建立活动捆在一齐抓、扭在一块干，一齐部署、一齐落实、一齐检查的方式，构成了“人人皆参与、人人是主人”的良好局面，为应城实施“十二五”规划开好头、起好步和构建和谐应城、平安应城带给有力的司法保障。
二、建立的领导
为加强领导，正确引导，夯实建立市级“青年礼貌号”工作的组织基础，确保建立工作的顺利开展。成立建立省级“青年礼貌号”活动领导小组，由检察长雷超任组长，分管检察长郭奇志任副组长，领导小组下设办公室，由公诉科全体成员组成，负责建立工作的组织、指导和协调，确保建立工作实现。
三、建立工作的措施
（一）以机制健全为保障，齐抓共管，营造一流的管理水平
一是以目标考核为基础，以引导激励为途径，以提高办案质效为核心，探索建立更加科学、合理、高效的目标职责分解制度，切实做到职责到人；进一步严格执行公诉办案流程，规范使用各种法律文书，个性是案件审查报告、起诉书、出庭预案等法律文书的制作，强化职责意识；采取“以工代训”、“以案代训”、“以庭代训”的方法，透过疑难新型案件讨论、即席辩论、考核庭等行之有效的岗位练兵，来更新、补充知识，拓展视野，增强理论素养，提高工作实践潜力；发挥公诉职能，保障地方经济平稳发展。严厉打击严重刑事犯罪及严重破坏社会主义市场经济犯罪，准确把握好“宽严相济”刑事司法政策的科学内涵，做到“当宽则宽、当严则严、宽严适度、罪刑相当”，用心适应执法环境的新变化，设身处地地思考到当事人的切身感受，主动做好化解矛盾纠纷、疏导群众情绪的工作，有效预防和减少群体性事件。及时依法解决人民群众的合理诉求，最大限度地促进社会和谐，努力实现法律效果与社会效果的有机统一。去年公诉科共受理移送审查起诉案件189件327人，且均在法定期限内审结。法院对提起公诉的案件均作有罪判决，准确率达100%，办案效率和办案质量均得到提升。从2010年起，公诉科在孝感市检察院公诉处年终各项考核中，均名
列前茅。
二是规范检务运作。“没有规矩，不成方圆”。作为检察机关的重要窗口和对外形象标杆，公诉科始终坚持内强素质外树形象的理念，制定《公诉科业务流程图》、《公诉人出庭行为规范》等制度，严格执行党风廉政建设职责制，认真落实“四条禁令”、“九条卡死”、“十项纪律”等硬性规定，要求干警依法办案、礼貌办案。以铁的纪律，打造出铁的干警，到达抓养成、促自觉，抓统一、促纪律，抓作风、促战斗力的效果。近三年，公诉科未出现一名干警违法办案、考评不合格等不良状况。
（二）以检察职能为依托，执法为民，努力带给一流的服务
公诉科在争创青年礼貌号的过程中，以“为人民服务，让人民满意”为宗旨，狠抓服务意识、抓作风建设、抓形象建设，以饱含温情的服务改变人民群众对检察队伍“铁面无情”的印象。
一是树立服务理念。转变办案观念，由单纯重办案转变为办案与服务相结合，牢固树立服务大局、服务经济发展、服务群众的意识，将服务的理念贯穿刑事办案的全过程。为强化服务职责意识，建立组还将建立成员的姓名、照片、联系方式对外公示。
二是明确服务规范。制定《建立青年礼貌号措施》和服务要求，要求干警对待群众要做到“五心”：即接待群众要热心，听取意见要虚心，解决问题要耐心，对待工作要专心，为民办事要真心；在办理未成年人犯罪案件中，始终坚持“五个三”，即“三专”—专人负责、专案考察、专门备案；“三访”—访家庭、访学校、访邻居；“三必查”—查户籍证明，查未成年所在村的户口登记册，查未成年父母带给的年龄；“三清”—犯罪原因清、家庭状况清、兴趣爱好清；“三象”—象老师对待学生，象医生对待病人，象父母对待孩子。“五个三”进一步提升了办案效率，查清犯罪原因，给予其人性关怀和有效的教育、感化。2010年起，公诉科还把量刑推荐纳入未成年人办案方式的改革中，把量刑推荐与法庭教育有机结合起来，强化法庭教育功能。2011年共办理未成年人犯罪案件14件27人，均在发表公诉意见时向法院提出量刑推荐，推荐100%被采纳。
三是落实服务承诺。1、用心参与青年礼貌号统一行动日活动，组织干警上街为青少年带给法律咨询，利用图片展宣传法律知识，增强群众学法、懂法、守法和用法的用心性、主动性。2、爱心结对，帮扶群体。2009年来我科室万霞科长成为应城市“留守儿童”的“爱心妈妈”她在工作之余为留守儿童解决其实际困难。3、印制法制读物，预防未成年犯罪。我科与侦监科一齐向相关学校开展法制图片宣传和法制讲座，透过真实、生动的案例引导在校学生增强自我保护意识，提高自我防范潜力，增强未成年人法制观念，预防和减少违法犯罪。4、深入农村，服务农企。我科组织青年干警深入汉星化工新材料有限公司，就安全生产、合法经营、自身维权等与企业家座谈，为他们带给法律咨询，并设立咨询电话。
（二）以人为本，千锤百炼，努力煅造一流的人才队伍
队伍素质的好坏是搞好建立活动的基础。在建立活动中，公诉科坚持以人为本，有计划有步骤的实施人才战略，不断提高队伍整体素质，夯实建立工作的“路基”。
一是强化政治素质。把开展职业道德教育作为思想政治建设的主要资料来抓，坚持每月召开一次干警思想交流会，有计划、有步骤、扎实开展了“持续共产党员先进性”、“社会主义法治理念”、“科学发展观”等一系列教育活动。联系工作实际，紧紧扣住“如何服务”和“怎样服务”这两大主题，深入开展“在成绩面前找差距，在整改中找不足”的活动，进一步提高了全体干警依法、公正、礼貌、规范执法的自觉性，强化了队伍的思想作风和纪律建设。
二是提高文化素养。把培养“青年岗位能手”作为一项重要的建立资料来抓，透过举办计算机、法律、岗位技能等综合知识培训，为青年干警提高技能注入了“催化剂”。鼓励干警参加第二学历学习和法律职称考试。目前公诉科6名干警均为本科学历，去年还有两名干警顺利透过国家司法考试。
三是扎实业务水平。公诉科立足本职工作，以办铁案、造精品为目标，制定“一帮二带三培训四考评”岗位练兵计划，努力提高业务素质。1、相互促进，共同提高。在办案组内搭配新老干警，以帮传说教的形式，增强年轻干警实务操作水平，积累办案经验；鼓励年轻干警在工作中大胆创新，大胆发言，促进老干警灵活脑筋，摈弃陈旧做法，激发新灵感，使公诉队伍焕发新活力。2、带书、带笔、带本子。院里为科室统一购买了《刑事法律汇编》《国家公诉人办案规范手册》等各类法律工具用书，要求各干警在研究案件、开庭审理、观摩庭、评议庭时，要带齐上述物品，对涉及到的法律法规、司法解释、有关的专业知识及对案件难点、疑点的分析详细记录在本子上，养成及时解决问题和记录的良好习惯。3、日常培训和专业培训的结合。采取业务学习例会、疑难案件讨论会、专题司法实践问题研讨会等形式，进行普遍的业务培训，带动了整个公诉队伍素质提高。安排部分干警参加省市院素质轮训和各类专业培训，重点培养业务能手，如2010年公诉科副科长毛绘参加市级优秀公诉人比赛，表现出良好的论辩、思维潜力，荣获“2010年度全市优秀公诉人”称号。
在建立青年礼貌号的这条路上，对照服务承诺的资料，我们还有必须的差距。正视不足，不足却给予我们前进的动力，我们相信在不久的将来，青年礼貌号这面旗帜必须会迎风飘扬在我们的上空。
青年礼貌号建立方案（八）：
为进一步推进青年礼貌号建立活动，将我中心急救科建立成为服务一流、管理一流、人才一流、业绩一流、文化一流的青年团队，我中心决定以“救死扶伤，礼貌服务”为载体，以“激扬青春保健康，挥洒激情促发展”为主题，在市级“青年礼貌号”的基础上，开展省级“青年礼貌号”建立活动，并把建立活动纳入院前急救总体规划，统一部署，定期检查。特制定如下方案：

以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，以“与天使比爱心，与死神拼速度”为服务口号，深入开展建立青年礼貌号活动，展示急救科奋发向上，团结进取，为人民服务的良好形象。

2.青年群众的成员都能热爱本职工作，能自觉遵守国家有关法律、法规和本单位各项规章制度。有较高的政治觉悟和职业道德，有朝气蓬勃，团结向上的精神面貌。
3.刻苦学习理论和业务知识，熟练掌握各项急救技能和驾驶技能及车辆保养维修技术，在工作中讲礼貌，始终以病人为中心，热情服务，减少病人痛苦，争取成为湖州市流动的省级青年礼貌号。
4.围绕建立“青年礼貌号”实施方案，发挥团员的模范带头作用，根据青年特点生动活泼、扎实有效地开展建立活动。
四、建立任务与资料
（一）加强理论学习，提高各方面素质。
1.加强政治理论学习，认真学习邓小平理论和“三个代表”重要思想，深入学习科学发展观，开展“八荣八耻”教育，社会公德、职业道德、家庭美德教育，全心全意为人民服务的宗旨教育，实事求是的思想路线教育，严格、认真、负责的工作态度教育。学习教育要有计划、有教案、有记录、有笔记和心得体会。

（四）完善和制定各项规章制度。制定急救人员的服务规范及急救人加强监督管理。经常开展自我学习，自查总结。理解社会监督，开展座谈会，随访，发放病人满意度调查表，在急救车醒目位置设有各级监督电话及意见本。理解上级监督，团支部配合上级团组织复查青年礼貌号，并用心向先进科室和其他兄弟单位学习好的先进经验。

1、幼儿教育发展迅速，幼儿教师需求量加大
随着我国人民生活水平的提高，幼儿教育事业在我国得到了迅速发展。2004年全国在园幼儿到达2089.4万人，增长了4.5%;幼儿园比2003年增加了4638所，增长了4%;班数增加了28876个，增长了4%;3-6岁幼儿入园率为40.75%，比2003年提高了3.35个百分点;学前一年幼儿入园率为71.8%，比2003年提高了7.5个百分点。
随着我国幼教事业的迅速发展，对于幼儿教师和管理人员的需求骤增，幼儿师范的毕业生供不应求。尽管近年来全国各地一些院校增建了学前教育专业来培养幼儿教师，仍然不能满足整个社会的需求。如上海近两年每年幼儿教师缺口1600多人，贵州省2004年缺口近万人，江苏省在各级学校师资短缺现象中幼儿教师短缺尤为突出。柳州市近三年来每年新增幼儿园近20所，新增幼儿教师约300—400人，其中只有40%左右是学前教育的毕业生。幼儿教师缺口很大。
